Treasurer reports deficit spending; board approves appropriations, then-and-now resolutions, insurance rates and donations

Treasurer John Walsh told the Pickerington Local School District board on Jan. 13 that the district’s year-to-date general-fund position through six months shows deficit spending consistent with the forecast.
Walsh said the district’s general fund ended December at levels the administration expected, and that tax receipts arriving in January will help short-term cash flow. He noted debt service and construction activity accounted for much of the current deficit trend and reminded trustees the budget process for the next fiscal year will begin soon in the context of state-level funding discussions.
On motions before the board, trustees approved the district’s permanent appropriations for FY25 and accepted the final expended CCIP figures rolled into the FY25 budget. The board also approved a then-and-now resolution for purchases that exceeded the treasurer’s $3,000 certification threshold and approved 2025 health and dental insurance rates (rates adopted by the insurance committee) and several donations.
Votes on these items were taken by roll call with the motions carried as recorded on the meeting transcript. The board also approved minutes from the Dec. 9, 2024, meeting.
The treasurer emphasized the district’s forecast assumptions include continuation of the current state funding formula and noted potential legislative changes could affect future revenue. He urged trustees to monitor the legislative process because changes to the funding formula could materially affect district finances.
Separately, the board approved a suite of personnel items, including administrative and certificated resignations and hires, retirements, substitute and supplemental assignments, and contract adjustments. The board recognized two retirees in the personnel section: Scott Barrett (Pickerington High School Central, 22 years with PLSD, 32 years in education) and Marna Maynard (Ridgeview Junior High, 16 years with PLSD, 19 years in education).
