Stark County’s planning and zoning matters advanced with unanimous approval of multiple items the planning commission had recommended.
County planner Steve Josephson summarized items that had gone through public hearings and were recommended for approval. The commission approved rezoning requests RZ02-25 and RZ03-25 (agriculture to agricultural residential) for parcels in specified sections of the county; both had planning commission and staff support.
Commissioners also approved a temporary use permit (TUP 01-25) for Central Specialties, Inc. to operate a hot-mix asphalt plant on a 20-acre lease area for work on a local road project; the applicant accepted the conditions recommended by planning staff. A conditional-use permit (CUP 01-25) was approved for an accessory dwelling unit on a roughly 30.5-acre property so a family member can move in; staff and planning recommended approval with conditions.
A set of zoning text amendments passed. The commission added definitions for greenhouse, nursery, roadside stand and truck gardening to the zoning ordinance’s definitions section to clarify permitted uses in several districts. A housekeeping amendment (ZTA 03-25) clarified that certain recreational uses (e.g., driving ranges, miniature golf, go-kart tracks) listed elsewhere also belong in the Agriculture zoning district; staff said the change corrected an internal inconsistency rather than changing permitted uses. Another amendment (ZTA 04-25) expanded the county’s state-residential zoning area consistent with the comprehensive plan and rural residential future land-use category.
Two conditional-use permit renewals for gravel operations on parcels associated with the Fisher pit were approved; planning staff noted annual renewals allow staff to re-check weed control and other site conditions.
The commission also filled a planning-and-zoning board vacancy with an appointment of Larry Goldsmith to represent the eastern part of the county after two candidates applied.
All the planning items were presented as recommended by the planning and zoning commission and approved without substantive modification. Final permits and conditional approvals will be issued under the conditions set by staff.
