Assessor wins commission approval for 5‑year Vanguard website contract and revaluation plan

Dunn County commissioners approved a five‑year contract to retain the county’s public assessor website through Vanguard and authorized a revaluation plan that Vanguard will execute starting in 2031 under current scheduling.

Holly, the county assessor, said the proposed five‑year website contract preserves online property-evaluation transparency and would cost the county $9,625 over five years for the website module (a $1,925 annual add‑on), while the broader Vanguard package is shown in the record at roughly $12,125 per year for the county’s essential modules. Holly said the state offered an IT grant that would reimburse $1,925 for the website module.

On revaluation, Holly told commissioners Vanguard’s full revaluation visit would not be available until about 2031; Vanguard offered two service levels. Holly recommended — and the board approved — a mixed approach: full inspections of commercial parcels, a review‑only (drive‑by / exterior) pass on residential parcels, and full inspections of new construction since February 2015. Holly said the mixed approach balances cost and county staffing while ensuring commercial properties are fully reviewed. The board approved the motion by roll-call vote.

Holly estimated counts for the county parcels and provided cost estimates Vanguard supplied for full inspection vs. review-only work; the board authorized staff to notify cities and coordinate schedules. Holly also asked the board to sign required trust reporting documents (a separate action) and said she had lining-up discussions with cities about their appraisal plans.
