Dunn County commissioners approved a master services agreement with Highlands Engineering and a related task order for construction engineering services for a roughly 3.25‑mile reconstruction of Fifteenth Street Southwest and 118th Avenue Southwest.
Casey Homiston, co‑owner of Highlands Engineering, and Andrew Schrank and Andrew Albrecht presented the firm’s experience and described the task order scope: survey, preliminary engineering, geotechnical work, right-of-way and utility coordination, environmental permitting and construction engineering, with material‑testing and staking options. The task order is to be billed hourly with a not‑to‑exceed amount specified in the contract documents.
Commissioner Heizer moved to approve the agreement and task order; a second was recorded and the motion passed. County staff said Highlands would serve as the county’s construction engineering point of contact and would bid the project for 2026 construction.
