The supervisor described Winston as a veteran and said his experience and public-service background supported the appointment.
After the board’s selection, Winston was sworn in at the dais. The oath administered on record affirmed his duty to support the U.S. and Arizona constitutions and to discharge the duties of Justice of the Peace for Precinct 2 impartially and to the best of his ability.
No formal fiscal action accompanied the appointment. The board recessed briefly for photographs following the swearing-in.
