The board invoked closed door sessions under Montana law cited in the meeting as MCA 2-3-203. After the IT evaluation, commissioners said, “no decisions were made” and recessed briefly. They later held a closed-door evaluation for the forester and again stated no decisions were made when they reopened.
The board indicated the sessions were limited to personnel evaluation matters; no votes or policy changes were recorded in open session following the meetings.
