Valley County Airport — independent fee estimate consultant Staff said that Federal Aviation Administration requirements call for an independent fee estimate (IFE) when engineering fees for an airport project exceed a threshold (roughly $100,000 reported by staff). The county asked for an outside engineering firm to provide the IFE to help evaluate the reasonableness of Pesha & Associates’ proposed fees. The commissioners moved to select Morrison‑Maierle (spelled in the meeting record as variations of “Morrison Merrilees/Merrily”; county staff will confirm firm availability and fee) as the independent fee consultant contingent on Morrison‑Maierle’s agreement to perform the estimate and on a fee proposal from county staff (Lance). The motion passed by voice vote.
OEM laptop purchase County staff reported the laptop proposed for replacement dated from February 2016 and that a replacement quote was approximately $2,000. Staff said the county had budgeted $1,000 in operating funds as the expected match for a reverted funds grant that is no longer available; there is also capital funding available. The board approved a motion to purchase an OEM rugged laptop not to exceed $2,100, with $1,000 to come from operating and $1,000 from capital accounts; the final invoice and exact budget coding are to be provided by staff. A staff member noted an estimated small residual (about $100) and described that amount as “out of pocket” in discussion; the board approved the purchase by voice vote.
All three motions carried with the commissioners present voting aye; Commissioner Chilcott was recorded as excused at roll call.
