Ravalli County Planning Board members voted March 7 to recommend conditional approval of the Holtson Professional Park 6‑lot major subdivision and forward the preliminary plat to the county commissioners for final action.
The subdivision proposal would create six commercial lots on 5.64 acres north of the Woodside/Highway 93 intersection. Planning Department staff summarized the project, agency comment and recommended conditions that address access improvements, utilities, wastewater and notifications to future buyers about nearby industrial uses and potential natural hazards.
Planning Department staffer Rob said the plat includes “six lots on 5.64 acres” with lot sizes ranging from about 0.19 acre to 1 acre and that the applicant proposes a community septic system in a southwest common area and individual wells on some lots. Rob told the board the Montana Department of Natural Resources and Conservation (DNRC) issued a pre‑determination letter stating a total water requirement of 7.5 acre‑feet for the subdivision and that, under the cited statute, the subdivision would be exempt from additional appropriation review (DNRC predetermination dated 01/02/2024 was referenced in the staff report).
Rob also summarized agency comments: the Montana Department of Transportation requires the applicant to obtain and meet conditions of approach permits for Highway 93, and the U.S. Army Corps of Engineers returned a generic request for more information about possible impacts to waters of the United States. The Road and Bridge Department reviewed and approved a traffic impact analysis for the portion of Old Foggie Trail that fronts the subdivision and has required mitigation and paving to county standard prior to final plat.
Consultant Ron Ewart of PCI Inc. told the board the property formerly hosted a log yard and that the applicant had completed a Phase I environmental site assessment in 2021; he offered to provide copies to staff and board members. Dr. John Holtson, the property owner and applicant, said the development is intended for light commercial uses such as medical, dental and professional offices and that the project includes reciprocal access easements with Alpine Granite.
Board members discussed floodplain and a dam inundation zone noted on the plat; staff had mapped the 100‑year floodplain of the Bitterroot River and shown the Donaldson gravel pit nearby. Rob said final MDEQ/DEQ approval of the community septic system would be required as a condition of subdivision approval.
Board debate focused on groundwater monitoring and a staff‑recommended condition to meter and annually report well use. Rob explained that, following a local court decision precedent noted by the commissioners (referred to in the meeting as the Broadwater decision), the county has required metering in several recent major subdivision approvals. Several board members questioned whether metering and enforcement provisions belong in the planning board’s conditions. The applicant said the proposed professional uses are expected to be low water users and that they preferred not to meter but would comply with conditions set by the county.
After discussion the board voted to remove the proposed water‑metering and enforcement language from the recommended conditions and to instead note the subdivision’s water analysis and DNRC predetermination in the staff report. Rob recorded that commissioners may re‑consider meter language when they review the plat.
The board also noted the applicant will be required to install internal roads to county standard, construct stormwater controls, secure required utility easements, and obtain final MDT/MDT approach approvals before final plat. Planning staff recommended conditional approval subject to mitigating conditions, final plat requirements and final plat application requirements; the board voted unanimously by voice to forward the conditional recommendation to the county commissioners.
During public comment Mike Gladden, who said he lives on Old Foggie Trail, asked about lighting and the proximity of proposed wells to the septic system; Rob and the applicant responded that the plat shows full‑cutoff lighting and that septic system depth and placement were designed to minimize risk to groundwater.
The planning board’s conditional recommendation and staff report, including the DNRC predetermination and agency comments, will be transmitted to the commissioners for their review and final decision.
Ending: The commissioners will consider the Holtson Professional Park preliminary plat at a future meeting; the planning board record shows conditional approval to send the matter to the county commissioners.
