A conference draft of the 2025 appropriations bill includes a new proviso that would require the Executive Budget Office, in consultation with State Human Resources, to eliminate 25% of each agency’s vacant full‑time equivalent (FTE) positions as of Feb. 1, 2025, within 90 days of the act’s passage or by Oct. 1, whichever is later.
The House amended the proviso to add exemptions for agencies with fewer than five vacancies and for agencies facing extenuating circumstances, recent FTE reductions, active hiring, or functions essential to public health, safety or other critical state operations. The change was presented to the conference committee as part of the H 2 package and marked for carryover for further negotiation.
Committee staff said the provision was a new management tool intended to reduce vacant‑position spending; the House amendments would narrow its reach. The transcript records the proviso as 117.193 and indicates the conference will carry the matter forward for later consideration.
If enacted as written, agencies would be required to provide compliance information to the Executive Budget Office within the timelines specified in the proviso. The conference did not adopt a final position during the session and carried the item for future work.
