Committee affirms facilities-planning policy as appropriate; recommends study tied to educational goals

The Colleton County School District policy committee reviewed policy FB on facilities planning and heard that the general policy is appropriate but would benefit from an intentional facility study aligned to the district's educational goals.
Doctor Bagley said the policy allows the superintendent, staff and the community to participate in long-range planning and recommended that the district undertake a facility study to identify needs such as labs, auditoriums or safety upgrades tied to a strategic plan. “If you're going to take an elementary school and it's going to become a STEM school…that's your educational goals driving your financial planning,” she said.
Trustee Cunningham asked who approves consultant spending; Miss Allison said procurement rules apply and cited a common procurement cap (discussed in the meeting as $10,000) for certain purchases. Committee members agreed that while the policy permits use of consultants, procurement thresholds and board oversight should guide higher-cost studies.
The committee also discussed that facility planning should be informed by enrollment trends and strategic decisions about magnet or themed schools, and recommended that any study provide data the board can use to make informed decisions. No policy changes were adopted at the meeting.
