Policy committee weighs stricter rules, insurance and fee schedule for community use of Colleton school facilities

The Colleton County School District policy committee examined a proposed rewrite of policy KF on community use of school facilities and asked administration to return with final exhibits for an application form and fee schedule.
Doctor Wright, who led the presentation, said the draft clarifies user categories (school-affiliated groups, nonprofit/community groups, and private/commercial users), proposed fee responsibilities, and special-property rules for sites such as the old Bulldog Stadium. He said school-affiliated groups would pay no fees unless they use facilities for profit and do not return proceeds to the district.
Doctor Wright said the administration recommends requiring a minimum of $1,000,000 in liability insurance per occurrence for external users and that the district be listed as an additional insured. “We want to clarify…they must list Colleton County as a district of interest or a party of interest,” he said.
On retiree exemptions, committee members discussed a current rule that allows retirees to request one free use within six months of their retirement date; Doctor Wright noted the administration had carried that provision into the draft but said the board could expand the window if it wished.
The committee discussed whether to keep facility rentals to one-time events or allow use agreements up to six months, with Doctor Wright saying the superintendent or designee could authorize terms up to six months and longer extensions could be brought to the board. Trustee Nixon raised the practical example of a church that might need space while rebuilding after a tornado; the committee agreed the board should retain flexibility.
Committee members asked for clarity on special properties and the proposed rules governing permitted use, and requested the updated exhibit containing explicit insurance-language and sample application be circulated to members before the next meeting. The committee did not vote on final language; administration will provide exhibit A (policy text) and follow-up exhibits for application and fee schedule for further review.
