At its April 14 meeting the Borough of Madison council adopted two ordinances on second reading and advanced a slate of additional ordinances on first reading as part of its regular business. The council also approved a consent agenda of resolutions and paid a series of vouchers.
On second reading the council adopted Ordinance 7-2025 (to exceed the municipal budget appropriations limit and establish a cap bank) and Ordinance 8-2025 (no stopping or standing on a portion of East Street). The clerk read each ordinance title, public hearings were opened and closed with no public comment, and roll-call votes recorded unanimous yeses for both ordinances.
The council introduced on first reading and recorded roll-call votes for ordinances 9-2025 through 16-2025. Those ordinances cover updated fees and standards across borough codes (lead-based paint inspection fee, tree ordinance amendment, overnight parking, various parking/traffic changes, electric/water/sewer connection fee schedules, and a $28,000 appropriation from the general capital improvement fund for fiber expansion).
The consent agenda contained numerous resolutions that the mayor summarized earlier in the meeting. Among items listed for comment during the agenda preview was Resolution 1-36 (awarding contract for asbestos abatement at the Heller Center/Madison Masonic Lodge) to MTM Metro Corporation of Madison for $4,047,000. The council approved the consent agenda by roll-call vote. Voucher approvals covered multiple funds: current fund $474,023.00; general capital $42,196.50; electric operating $99,077.38; electric capital $570,972.50; water operating $32,774.67; trust $77,632.87; total $1,296,676.92.
The mayor also announced two mayoral appointments that do not require council consent: Shelby Scott to the Madison Housing Authority (unexpired term through 08/10/2029) and Chris Kellogg as alternate to the Historic Preservation Commission (unexpired term through 12/31/2025). The meeting adjourned after the council moved to adjourn.
