Risa Clay sworn in as Tinton Falls mayor; council names new president and deputy and sets interim vacancy timeline

Risa Clay was sworn in as mayor of the Borough of Tinton Falls on March 18, the borough announced during its regularly scheduled council meeting.
Council members nominated and voted unanimously to appoint Clay as mayor; the roll call recorded affirmative votes from the council membership present. State Sen. Vin Gopal and Monmouth County officials administered the oath of office at the meeting.
The council also nominated and approved a new council president and deputy council president. Lawrence (Larry) Dobrin was nominated and confirmed as council president by roll call, and Michael Nessi was nominated and confirmed as deputy council president.
Mayor Clay addressed the council after being sworn in and thanked her colleagues and borough staff. “I look forward to a continued positive collaboration with our talented professionals, our dedicated borough employees, and the wonderful residents of Tinton Falls,” Clay said.
Council leadership discussed the process for filling the council seat left vacant by the elevation of the council president. The borough will post an online volunteer application (a letter of interest and resume) for the interim seat for 10 days, with interviews scheduled at a special executive session after April 1 and before the April 15 council meeting. The council said it must make the appointment within 30 days of the vacancy; the appointee would serve through January 2026. The seat will be on the ballot in November 2025.
Earlier in the meeting, the council approved the minutes from the Feb. 18 regular and executive meetings and later approved the consent agenda by roll call.
The council said it expects to hold interviews and make the interim appointment at the April 15 meeting if the timeline is met.
