Tinton Falls council introduces commercial film-permit ordinance, law director outlines mayoral vacancy process

Tinton Falls Borough Council on March 4 introduced an ordinance to create a new commercial film and photography permit in borough code and heard an explanation of the municipal vacancy process for the recently vacated mayoral office.
The council introduced Ordinance 2025-1524, titled "An ordinance creating a new section of the borough code, chapter 5-10, to be entitled commercial film and photography permits," and set a public hearing for March 18, 2025. The ordinance was introduced by motion and passed on a roll-call vote.
Director of Law (Convenly) told the council that under the municipal vacancy law the council must appoint a person to fill the remainder of the mayor's term within 30 days when an elected mayor's office becomes vacant after Sept. 1 of the preceding year. "In that situation under... the municipal vacancy law... the majority of the council appoints a person to fill that vacancy. That is to be done within 30 days of the office being vacant," the law director said. The law director also said the current mayor was in the final year of a four-year term that runs through the end of the year.
Council business included approval of minutes from the Feb. 4 meeting (the roll call recorded Mr. Alessi as abstaining), routine reports from borough staff and boards, and an approved consent agenda. There were no public comments submitted in advance and no members of the public spoke at the meeting during the public comment period.
Planning and boards updates included a zoning board of adjustments meeting scheduled for Thursday and a planning-board report that noted a minor subdivision approved on Tance Avenue and a preliminary/final major site plan for Amazon that — according to the planning-board report — will use a temporary natural-gas generator while awaiting final electric-vehicle charging equipment.
The council also announced local event planning: a 75th-anniversary celebration scheduled for Sept. 4–6 and an Earth Day Fest set for Saturday, April 26, from 2 to 5 p.m. at Sycamore Park pavilion.
