Tinton Falls council adopts three ordinances, introduces project-labor agreement rule

The Tinton Falls Borough Council on Feb. 4 adopted three ordinances — vacating borough rights in Gun Club Road, revising cemetery zoning rules, and setting salaries for statutory department heads, the mayor and council — and introduced an ordinance to create project labor agreements in the borough code.
The actions change local land-use and compensation rules and added a new local procurement labor policy. The council adopted the three final ordinances by roll call after routine public hearings; the project-labor-agreement ordinance was introduced and scheduled for public hearing and final consideration on Feb. 18.
Gun Club Road vacation: The council adopted Ordinance No. 2025-15-20, which vacates the borough’s rights and interest in a roadway known as Gun Club Road. During the public hearing, Ed Segarra, who identified himself as the owner of 809 Green Grove Road (the parcel bordering the vacated area), asked about next steps for incorporating the land into his property. A borough official said the area would be absorbed into the owner’s parcel and included in the next tax-map update and that the owner’s pending zoning permit application could proceed. The ordinance passed on a roll-call vote with Councilwoman Buckley, Dr. Dobrin, Council member Nesse and Mrs. Clay voting yes.
Cemetery zoning changes: The council adopted Ordinance No. 2025-15-21, amending Chapter 40 (Land Use) of the borough code to revise zoning requirements for cemeteries. No members of the public spoke on the ordinance during the hearing. The ordinance was adopted by roll call with Buckley, Dr. Dobrin, Nesse and Mrs. Clay voting yes.
Salaries ordinance: The council adopted Ordinance No. 2025-15-22, which sets salaries for department-head statutory employees, the mayor and council. The public hearing drew no comment and the ordinance was adopted by roll call with the same affirmative votes recorded.
Project-labor agreements introduced: The council introduced Ordinance No. 2025-15-23, which would create a new Chapter 25 in the borough code establishing project labor agreements; the public hearing and final consideration are scheduled for Feb. 18. Councilwoman Buckley, during her council remarks, said the ordinance would include a provision to require that 20% of work on projects that exceed $5,000,000 be performed by Tinton Falls residents, calling that requirement “an important statement for the town” in support of union workers.
Consent agenda and recusal: The council approved the consent agenda. Council member Clay announced a recusal and abstention from an individual bill listed in the approval of bills (identified at the meeting as item 25-00235 on page 25, associated with Resolution R25036).
The council held routine department reports and council announcements earlier in the meeting, including updates on capital projects and upcoming community events. The meeting concluded following the consent-vote items and adjournment.
