The Tinton Falls Borough Council voted unanimously to adopt an ordinance creating a new chapter of the borough code on project labor agreements that, as read at the meeting, requires contractors to hire apprentices from Tinton Falls for at least 20% of work hours on covered projects.
Council President explained the 20% local-apprentice requirement and said the level is “consistent with other municipalities that surround us,” and that the change implements a local hiring preference for covered municipal projects. There were no public comments during the ordinance hearing.
The ordinance was introduced at final reading as “20 25 dash 15 23, ordinance creating a new chapter 25 in the borough code of the borough of Tinton Falls to be entitled Project Labor Agreements” (as read into the record). Council members moved and seconded adoption and the ordinance passed on roll call. Council members voting “yes” were: Mister Alessi; Miss Buckley; Doctor Dobrin; Mister Nesse; and Missus Clay. The meeting record shows no “no” votes or abstentions recorded on the final vote.
Separately, the council approved the Jan. 21, 2025 meeting minutes and passed the consent agenda by roll call later in the meeting. The consent vote was recorded as unanimous in favor by the same council members listed above.
What the ordinance does: the council described the measure as creating a local-hiring requirement by adding a Project Labor Agreements chapter (Chapter 25) to the borough code; the ordinance text as read at the meeting requires that at least 20% of project labor hours be performed by apprentices from Tinton Falls. The council stated this percentage is “consistent with other municipalities” but did not provide the ordinance’s effective date or additional enforcement detail during the meeting.
Votes at a glance - Adoption of ordinance (as read): passed on roll call — Yes: Mister Alessi; Miss Buckley; Doctor Dobrin; Mister Nesse; Missus Clay. - Approval of Jan. 21, 2025 meeting minutes: passed (motion/second recorded; roll-call recorded as yes by members present). - Approval of consent agenda: passed by roll call (members recorded as yes).
Officials said there were no public comments on the ordinance during the hearing. The council president urged public interest in implementation details and thanked attendees before moving on to additional business.
