Borough reports: water-line replacements complete on phase three; road program bids and rink upgrades set for May

The borough engineer and administrator reported progress on multiple capital and utility projects during the April 2 council meeting.
Engineer Joe Byrne said the galvanized water service replacement Phase 3 work has been completed and restoration is done; final payment is being processed. Service-line replacements at Lincoln Middle School and St. Anthony School are scheduled for the summer to avoid disrupting school operations. Byrne said the combined 2024–25 roadway improvement local-aid bid opening is set for May 1 at 11 a.m., pending NJDOT review, with award planned for the council meeting that follows on May 7. The Hawthorne hockey-rink improvements are advertised with a bid opening scheduled for May 1 at 12 p.m., and Franklin Field bleacher work is awaiting a final punch-list item (handicap plaques) before closeout.
Administrator Eric Maurer noted the borough will receive bids May 1 for chlorine purchases for the water utility and that two emergency pump repairs were placed on the consent agenda. He said a second negotiating session with Ridgewood Water on a long-term water-sale agreement went well and officials are close to finalizing terms to bring to the council. Grant applications previously authorized for streetscape and storm-drain improvements are being finalized by a grant writer; the borough is also submitting a federal community funding request through the office of Senator Kim for upgrades to the main sewer pump station.
Maurer also announced a kickoff meeting next week with the architect for Police Department second-floor renovations. The council recorded motions to accept the administrative agenda and to award or receive bids as scheduled.
Councilmembers asked for timing details: the engineer estimated the hockey-rink board installation would take about three weeks once the contract is in place, and stressed school-related service-line work will occur during the summer.
