Hawthorne council adopts traffic ordinances and several consent resolutions; tax settlement approved

Hawthorne Borough Council at its April 2 meeting adopted multiple ordinances amending the borough’s traffic code, approved a set of consent resolutions including two emergency pump repairs and a municipal alliance grant application, and approved a tax-appeal settlement for 662 Golf Road, council officials said.
Adopted ordinances (public hearings were opened and closed during the meeting) amended Chapter 505 (traffic) to add or change speed limits and prohibited turns at specified locations. The clerk was authorized to advertise and publish the ordinances and to schedule final readings where required, the council said. Specific ordinances discussed and adopted in full public hearing included one introduced in the record as “Ordinance 23 64-25” and a subsequent ordinance also amending Chapter 505 (prohibited turns and speed schedules); the motions to adopt were moved and seconded and carried on roll calls recorded in the minutes.
The consent agenda included Resolutions R68-2025 through R73-2025. Those resolutions covered a municipal alliance grant application (R68), professional services for Boswell for Peach Tree rehabilitation and construction administration, two emergency pump repair authorizations (R70 and R71), dedication for a homeowners heroes banner program trust fund (R72) and R73, a tax appeal settlement for Block 146 Lots 1 and 2 (662 Golf Road). The council voted to approve the consent agenda; the roll call recorded one dissenting vote by Councilmember Matthews specifically on the tax-settlement item (R73), while supporting the other consent items.
The borough attorney explained the tax settlement as an instance where the building’s assessed value appears functionally obsolete, tenants pay lower long-term rents, and a court judgment could be significantly costlier than the negotiated refund; the borough included the settlement provision in the 2025 budget, the attorney said.
Other routine business approved included minutes of the April 2 meeting and the administrative agenda; the council recorded roll-call votes for those motions. The council also approved bills for payment with standard roll-call results recorded.
