Glassboro council adopts 2025 budget, approves two ordinances and multiple resolutions

Glassboro Mayor and Council adopted the borough's 2025 budget and approved two ordinances and a slate of consent resolutions at their April 22, 2025 meeting.

The council approved Resolution 01/1125 to adopt the borough budget for 2025 following a motion and roll-call vote. The public hearings for two ordinances — Ordinance 25-08, authorizing acceptance of a donation of the Parish Hall property owned by Bethlehem United Church of Christ at 137 South Main Street (Block 45, Lots 1 and 2), and Ordinance 25-11, adopting a redevelopment plan for Block 18.01, Lot 1 — were opened and no members of the public spoke. The council closed the public comment period and adopted both ordinances by roll call. The council also introduced Ordinance 25-12 (first reading), which would adopt a redevelopment plan for Block 76, Lots 3, 4, 5, 6 and 17.

The consent agenda passed by roll call included a range of administrative and project resolutions. Items listed and approved on the consent agenda included: Resolution 127 awarding a contract for Little League foul-ball netting to All Vinyl Fencing LLC; resolutions numbered 139–142 and 1403–1404 authorizing various refunds and shared-services agreements; Resolution 145 and related authorizations for shared equipment and event support with the Gloucester County Improvement Authority (stage unit use for Cruise Night, Art Walk, Italian Festival and Community Day); Resolution 146 appointing a conditional redeveloper and authorizing execution of a memorandum of understanding; and Resolution 147 directing the Glassboro Planning Board to review the related matter referenced on tonight's agenda. The council also authorized staff to go out to bid for police and fire department uniforms.

Several routine governance items were approved: minutes from the March 25, 2025 regular and closed meetings were approved (one abstention was recorded), and the council approved payment of duly authorized bills (individual abstentions on some purchase orders were noted by the clerk). The meeting adjourned with the next regularly scheduled session set for May 13, 2025, at 6:30 p.m.

The council conducted the actions after the clerk read the required Open Public Meetings Act notice at the start of the session and after staff confirmed that a public hearing had already occurred where required for the budget. No substantive public testimony was offered during either ordinance's public hearing before they were adopted.
