Glassboro council adopts four ordinances, advances redevelopment steps; no public comment

The Glassboro Borough Council on Feb. 25 adopted four ordinances after a public hearing that drew no speakers and approved several planning resolutions on its consent agenda.
The council adopted Ordinance 25-02, which amends ordinance 24-34 and the third amendment to the Glassboro Central Business District and nearby environs redevelopment plan to cover parcels in the East High Street revitalization project (Block 40, Lots 1, 103, 23, 4.02, 13; Block 404, Lots 20, 201, 202.03, 203–206, and 261). It also approved Ordinance 25-03, authorizing an amendment to a purchase agreement with Grama Woods Glassboro Properties Development LLC (dated Oct. 10, 2023) for the sale of those Block 40 parcels and related documents.
Councilors also adopted Ordinance 25-04, a calendar-year 2025 ordinance to exceed municipal budget appropriation limits and to establish a “cap bank,” and Ordinance 22-05, repealing chapter 490 (Health rules and regulations, Article I — Board of Health) and replacing Article I titled Board of Health.
Borough Solicitor Mary read the four ordinances at the start of the public hearing and council opened the floor for comment on all four items; no members of the public came forward. After a motion to close the public portion, the council proceeded to roll-call votes and the ordinances were approved.
On the consent agenda, the council approved Resolution 95-25 (approval of Form C for self-storage at East High Street, Block 33, Lot 8), Resolution 96-25 (major subdivision monument bond for Glassboro Duplexes on South Academy Street), Resolution 97-25 (Form C approval for VisionStream Glassboro Apartments, Block 413, Lot 14), and Resolution 98-25 directing the Glassboro Planning Board to review a proposed redevelopment plan for Block 31.02, Lots 3, 301, 47 and 8. The council later introduced, by title, Ordinance 25-06 (adopting a redevelopment plan for Block 31.02, Lots 3, 301, 47 and 8) for further consideration and set it for formal action at a future meeting.
The council also approved minutes of the Jan. 28 regular meeting and executive session, and approved all duly authorized bills on the agenda.
The adoption motions were put and passed by roll call; council statements on the record showed unanimous assent where votes were recorded as “yes.” No substantive public comment or amendment was recorded during the hearing.
The council will consider Ordinance 25-06 (Block 31.02 redevelopment) at a future meeting after the introductory vote.
