DSS reports first-quarter spending at about 20% of 2025 budget; revenues roughly even with last year

Department of Social Services staff told the Warren County Human Services Committee that through March the department had expended about 20% of its 2025 budget, revenues were roughly even with last year after manual adjustments, and overtime was down about 4%.
Jill, a Department of Social Services finance representative, told the Warren County Human Services Committee on April 21 that DSS had expended roughly 20% of its 2025 budget through the first quarter (January–March).
"Basically, what you have in front of you on the revenue expense insurance report is for the first quarter of 2025. So January, February, March to the right of the year to date at your first quarter. We've expensed about 20% of the 2025 budget for the first quarter," Jill said. She added that expenses were about 2 percentage points higher than the same time last year and that revenues initially showed a 4% decline compared with last year; Jill said she manually added March local revenue to bring revenues to about even with last year.
Jill also reported overtime was down about 4% compared with the prior year. When asked whether the roughly 2% increase in expenditures could be attributed to retirement and other personnel costs, Jill said personnel costs "definitely plays a part in that." The committee asked staff to continue monitoring revenues and expenses and did not take formal action on the report.
