Warren County committee approves two temporary DMV clerks to address seasonal surge

We have 1 per diem position currently. What I'm requesting is that to be able to have 2 positions, with the existing funds so that I can, meet those seasonal demands.”
The request, introduced as an action item, was presented as a proactive measure to address consistently high demand and seasonal surges in motor vehicle and driver licensing services. The clerk said about 75% of the current surge is related to Real ID processing and that the office also expects higher volume between May and September as seasonal residents return: “I would say about 75%. But we are gearing up to summer season, which is always busy as well, between May and September.”
Supervisors pressed the clerk on staffing and training. Supervisor Driscoll asked whether the county planned to recruit experienced candidates or train new hires: “Gary, I know that training is significantly long for some of these people. Are you grabbing people that are experienced with this?” County Clerk Black said he has a retired county employee in mind who has prior DMV experience but added that if that candidate is not available the temporary staff would focus on greeting customers, answering phones and directing people to forms.
The committee also discussed operating hours. The clerk said the office has already expanded evening hours two days a week, until 6 p.m., to give residents additional options, but staff are already working overtime and using comp time, which limits the ability to extend weekend hours.
After questions, Supervisor Wilde moved the item forward and Supervisor Driscoll seconded. The committee approved the request by voice vote. The committee chair said the motion passed to move the request forward for implementation under the county clerk’s existing budget authority.
The committee did not provide a roll-call tally during the meeting and did not specify whether fee revenue from out-of-county customers would fully cover the $10,000 reallocation. County Clerk Black said he had not analyzed whether increased fees would offset the cost and offered to report back: “I haven't analyzed that. I'd have to get back to you on that.”
The action directs the county clerk to use available budget resources to hire two temporary registration clerks to help manage Real ID processing and seasonal demand, with staff to perform front‑line customer service tasks and reduce wait times. Follow-up details on candidate selection, anticipated start dates and whether the position would be extended beyond the seasonal surge were not specified at the meeting.
