Warren County approves accepting 1‑acre donation for airport parcel consolidation and conveys small Queensbury strip to town

Warren County’s Environmental Concerns and Real Property Tax Services committee approved two separate property resolutions on April 22.

First, the committee authorized the county chairman to sign paperwork to accept a donation from JP Gross Properties LLC of a roughly 1‑acre parcel on Queensbury Avenue so it can be merged with county-owned property at the Warren County Airport (parcel 303.12‑1‑3). County staff said the parcel was purchased by JP Gross at a 2013 tax sale and has remained unused; the donation would reunite it with the larger parcel and support a planned solar project. County staff recommended acceptance; Supervisor Ito moved the resolution, Supervisor Strainer seconded, and the motion carried after a voice vote (all voting in favor, no opposition was recorded).

During discussion, a supervisor asked whether the county requires environmental testing (for example, a Phase I environmental site assessment) before accepting donated land. County staff said the parcel had not been the subject of NYSDEC action at the time the county took title in 2013 and that there were no indications of contamination, but acknowledged the question as a hypothetical concern rather than a documented finding.

Second, the committee approved a resolution to convey Queensbury parcel 309.14‑1‑86.2 to the Town of Queensbury to correct a conveyance error stemming from a deed dated Dec. 10, 2013 (recorded in Liber 4988, page 293). Motion by Supervisor Strainer, second by Supervisor Diamond; the committee approved the conveyance by voice vote with no recorded opposition.

Both resolutions passed at the meeting; county staff said deeds and a drafted deed for the donation are prepared and that accepting the donation and the conveyance are procedural steps to correct past records and consolidate property in support of county projects.
