The Washington County committee voted to seek Community Development Block Grant (CDBG) funds after a presentation from the North Country Rural Development Coalition, which detailed ongoing housing rehabilitation work in the county and the need for additional funding.
Nicole, a representative of North Country Rural Development Coalition (NRDC), described NRDC’s work across the region and the condition of Washington County’s older housing stock. She said NRDC currently has multiple active projects in the county and asked the county to authorize a new application that could fund rehabs and emergency repairs, emphasizing that the CDBG pot is restricted to county residents and can fill gaps left by other programs.
Board members discussed eligibility, the state and federal programs NRDC leverages, and program mechanics including income qualification, security instruments (periods of affordability), and coordination with other funding sources such as HOME and ARPA. Nicole said some large “major rehab” projects can cost roughly $100,000 and that the county’s competitive CDBG application could be for up to $750,000; she asked the county to move forward with application steps, including a required public hearing.
A motion to apply and to schedule the public hearing was moved and seconded in committee; the board voted in favor and directed staff to proceed with application steps and to schedule the necessary public hearing. The transcript does not record a roll-call tally; the motion carried by voice vote.
