Amendment L6, negotiated with the Department of Public Health and Environment and other stakeholders, removed a CDPHE emissions‑testing requirement for the small vehicles because sponsors and the department agreed it was unnecessary for such low‑emissions, low‑speed vehicles and would create an avoidable fiscal note. The bill keeps guardrails: the vehicles are limited to roads with speed limits at or below 55 miles per hour and are not intended for interstate use; sponsors said the change preserves safety while enabling lawful registration and titling.
