MANSFIELD, Texas — Representatives for PK Development Group asked Mansfield City Council on Feb. 24 for a governing-body resolution to accompany a Texas Department of Housing and Community Affairs (TDHCA) tax-credit application to acquire and renovate the Pecan Bend Apartments at 501 Kingsway Drive.
PK Housing representatives said their firm plans a substantial rehabilitation if awarded credits: they described a proposed per‑unit capital investment (staff said figures would be provided in the tax-credit application) and a projected timeline that would seek TDHCA award this summer, a USDA transfer application in the fall and renovation construction beginning in early 2026 if financing closes. The applicant described an in-place renovation approach intended to avoid wholesale displacement; full scope includes exterior cladding repairs, new appliances and interior unit upgrades, smoke detectors and code-required improvements.
PK Housing asked the council to approve a resolution of support rather than merely a no-objection letter because the TDHCA scoring is competitive and a resolution of support earns additional points. Council amended the staff-recommended “no objection” item to a resolution of support and approved it 6–0.
Staff noted the resolution of support does not alter local permitting or code enforcement processes; the applicant must still submit renovation plans, obtain permits and cure deferred maintenance as required.
