MANSFIELD, Texas — The Mansfield City Council on Feb. 10 approved a specific-use permit (SUP 24-003) allowing a convenience store with fuel canopy for the Murphy Oil site at 950 North Walnut Creek Drive, adjacent to the Walmart parking lot.
Planning staff said the existing kiosk-style facility — built about 25 years ago — includes outdoor storage and nonconforming elements. The developer proposes demolishing the current kiosk and building a 1,400-square-foot convenience store that will relocate outdoor coolers and merchandise inside; staff said the plan reduces fuel canopy positions from 14 to 12, retains the same number of parking spaces and improves vehicular circulation by closing a conflicted access point near the intersection.
Elevations submitted include masonry finishes on the building and canopy columns and full windows along the Walnut Creek side. The applicant’s landscape plan adds passive green space and a walking path connecting to the existing Walnut Creek sidewalk and provides screening for service areas and dumpsters. Staff said the site conforms to the C-2 Community Business District rules when authorized by an SUP.
Planning and Zoning recommended approval on Jan. 6 by a vote of 5–0 with two absences; staff recommended approval to the council. The council opened and closed the public hearing and then voted to approve the SUP by a 7–0 vote.
