MANSFIELD, Texas — Mansfield City Council opened and closed a public hearing and approved a resolution creating the Arcadia public improvement district (PID) and a companion professional services agreement (PSA) allowing the developer to pre-fund consultant costs, bond counsel and administration related to the PID.
Staff presented the PID boundary and the list of public improvements the district would fund, including streets, parks and other infrastructure within the proposed Arcadia area; the map showed Heritage Parkway South and Lone Star Road among the planned public improvements. City staff said the PSA is intended to make the district formation and initial administration cost-neutral to the city by allowing the developer to pre-pay consultant and bond-administration expenses, which the city may then draw down against as costs are incurred.
The council conducted the public hearing (no public speakers signed up) and then approved the creation resolution and the PSA together; both motions carried 6–0.
Staff advised that additional steps (including finalizing any assessment methodology, bond authorization and detailed cost allocation) will follow per Texas Local Government Code Chapter 372 procedures and that the PSA and PID documents allow the developer to fund initial setup costs rather than the city carrying those costs directly.
