Council directs bids for Oak Drive, Masonic Lodge in 2025 road maintenance program

Wimberley City Council directed staff to solicit bids for repairs to Oak Drive and Masonic Lodge as part of the city's 2025 road maintenance program.
City engineers presented candidate projects selected from a 2024 roadway condition assessment and community input. Staff identified Masonic Lodge, Mesa Drive, Hillview Road, River Road (two segments) and Oak Drive as candidates, and provided estimated construction costs and PCI (pavement condition index) scores for each segment.
Staff said the city's road maintenance budget for the fiscal year was $300,000 and recommended selecting one primary road and one alternate to submit as a bid package so contractors could bid efficiently. The council discussed criteria including total cost, the number of residents affected and traffic volume. Council members and staff agreed Mesa and Hillview are adjacent and would benefit from a combined approach, but costs exceeded the current budget.
After debate over need and equity among neighborhoods, Councilmember Chris Sheffield moved to solicit bids for Oak Drive and Masonic Lodge; the motion passed unanimously. Staff said the bid package will include a base bid and an add-alternate so council can choose whether to fund one or both projects depending on returned prices and available surplus funds later in the fiscal year.
Staff will return with bid results and recommended contract awards; council members asked staff to include Blanco Drive and other community concerns when preparing final bid documents and to be prepared to scope alternates if bids come in under budget.
