City legal staff advised that minutes normally reflect what transpired on the dais but had no objection to adding clarifying verbiage if the council deemed it necessary for the record.
The council voted to include the requested verbiage in the official minutes for the regular May 8, 2025 meeting and then voted to approve the amended minutes. Both actions were recorded as passing 5‑0.
The minutes amendment and approval do not, by themselves, change the settlement terms; the added language clarifies the council’s understanding of the negotiation history for the public record.
