City IT director Chris Cuellar and the city manager explained the change is intended to remove extensive manual processes, improve reporting and enable remote access. Cuellar described ENCODE 9 as a legacy product that limits reporting and workflows and said staff frequently duplicate data entry across departments. "Manual processing is the most important reason that we're requesting an upgrade to ERP Pro 10," Cuellar said, describing lengthy invoice and purchase‑order processes that required repeated manual keying and file scanning.
Council was presented a proposed contract cost of $156,454 per year with a one‑time first‑year setup cost of $8,260, for a first‑year total of $164,714; staff described additional optional modules (employee self‑service, grants management and others) that departments recommended. The implementation timeline shown to council estimated finance would take four to five months, utility billing three to four months and court one to three months, with a consolidated estimated completion in August 2026. Staff said the systems would run in parallel while data and processes are validated before fully cutting over.
Council discussed training and vendor support; staff said training and implementation assistance are included in the vendor fees and that Tyler uses multiple cloud data centers with backups. The council voted to authorize the city manager to execute the three‑year agreement.
