Director Bill Wahlberg told the council the city has implemented a 3-1-1 nonemergency line and is now in the promotion stage following a yearlong technical and regulatory process.
"We're really excited about it," Wahlberg said, recounting work with AT&T, the Texas Public Utility Commission and wireless carriers to activate both landline and mobile routing. He said the main technical obstacle was landline activation and associated red tape, which took more than a year of coordination.
