City approves advanced funding agreement with TxDOT for traffic signal optimization

The New Braunfels City Council approved a resolution authorizing the city manager to enter an advanced funding agreement (AFA) with the Texas Department of Transportation to carry out a traffic signal optimization project.
Scott McClellan, assistant director of transportation and capital improvements, told the council the project will evaluate about 60 city-maintained traffic signals and six timed corridors to update signal timing, pedestrian intervals, and clearance times to current standards. The work is primarily a system study and timing implementation rather than major physical construction, though the project may identify short-term improvements such as signal head replacements, signage or striping.
Funding comes from an 80/20 match through the Alamo Area Metropolitan Planning Organization. Federal participation is $360,000 and the city’s 20 percent match is $90,000. McClellan said the TxDOT review/administration direct costs are $2,500; the total project value was presented at $450,000, and the AFA amount that includes the match and state direct costs was cited as $92,520. The AFA requires a final report by Sept. 1, 2026. McClellan said the city has a task order ready and expects to solicit professional services after the AFA is finalized; a consultant contract will return to council for approval, likely in a May meeting.
Council Member Spradley moved approval; Council Member Lebowski seconded. The council voted unanimously to carry the motion.
