Resident urges cleanup and more trash cans on littered section of Allen Trails

Rick Horgan, an Allen resident, told the City Council on March 25 that one of three main sections of the Allen Trails — the segment between the apartments and Bethany — is heavily littered and in need of cleanup.
Horgan said two of the three trail sections are well maintained, but the third "is ghetto. It is horrible." He described garbage in trees, discarded wood pallets, tires, packing material and even a clothes hamper; he said people now leave bagged dog waste on the trail because there are no convenient disposal containers. "It needs to be cleaned up," Horgan said, and asked the city to add two 55-gallon garbage containers and to coordinate a cleanup effort.
Mayor Bain Brooks asked that Horgan give his photos and a map to Kate Meacham, the parks director; "Kate Meacham, my parks director, is right back there in the back. If you would take those to her, and she will speak with you," the mayor said. Horgan said he had tried to contact several city departments and been told the cleanup responsibility was unclear.
Horgan also identified a separate problem near Allen Family Veterinary, where the trail passes on both sides of the facility and where shoes, tires and bumpers have been left. Council did not vote or set a formal timeline during the meeting, but staff told Horgan they would follow up after receiving his photos and location map.
