Council approves $23.96 million guaranteed maximum price for first phase of police headquarters site work

The Allen City Council authorized the city manager to negotiate and execute the first guaranteed maximum price (GMP No. 1) with Core Construction for the initial construction phase of the new Allen Police Department headquarters, for an amount not to exceed $23,963,890.
Engineering Director Chris Flanagan and staff briefed the council on the project history and financing. Flanagan said the project was advanced through an architectural design phase and a construction-manager-at-risk procurement process; voters approved bond funding for the project in 2023 and bond proceeds plus other allocations are being used for design and construction. He said GMP No. 1 covers the horizontal or “ground” work: site demolition, grading, utilities, foundation work and allowances for long-lead items; the larger vertical construction GMP is expected later (staff estimated the second GMP in June).
Flanagan described prior budget savings applied to the project, including roughly $3,300,000 in savings tied to a firearms training center solution achieved through a partnership with Collin County and other agencies. He said a combination of bond proceeds and a federal ARPA allocation are part of the project funding, and that architectural and other design-related costs and site work are included in the project budget to date. Flanagan said the project schedule aims for completion around early 2027 with an objective to improve the schedule where possible.
The council announced a public groundbreaking scheduled for Wednesday, Feb. 19 at 3 p.m. at the project site. Council moved, seconded and voted on the GMP authorization; the transcript records the motion, a second and that the item passed (no roll-call tally was read into the public record).
The contract structure divides work into two GMPs to accelerate early site work and hedge time-value-of-money risks; staff said long-lead items will be ordered as part of GMP No. 1 so they will be available when vertical work begins.
