Carrollton Juneteenth committee outlines plans for June events, seeks council funding application

Councilmember Richard Carpenter, who said he convened the committee, described a volunteer group of 13 members and highlighted three short-term initiatives the committee hopes to stage this year: a Juneteenth storytelling event at the library on June 15 from 1–3 p.m., a downtown music-and-food festival with acts the committee identified as music by Fingerprint, Natural Change and Zach Harmon, and a youth performance by the Junior Dallas Black Dance Theatre. Contractor and vendor outreach and vendor permits were discussed.
Carpenter introduced committee chair Sheila Tarpley Lott and described a newly formed Shirley Dimas Tarpley philanthropic organization that will partner with the city to provide scholarships and cultural programming tied to Juneteenth. He said the committee met four times between August 2024 and January 2025 and has further ideas to expand in future years.
Carpenter emphasized coordination with other community Juneteenth events and said the committee will submit an application for city support. He told council the item is a work session briefing and no decision was requested that night; he said a formal request for funding may come to the first meeting in May or through the community funding process depending on timing.
