Carrollton council approves consent agenda covering contracts, auditors and public-notice designation

Carrollton City Council voted unanimously on April 15 to approve consent agenda items 12 through 23, authorizing several contracts and interlocal agreements for services and ratifying storm-related repairs.
The council authorized a three-year agreement with Charles Worth Consulting LLC for risk-management consulting services in an amount not to exceed $59,895 annually (three-year total not to exceed $179,685). It approved participation in an Omnia purchasing cooperative to use Lowe’s Home and Garden Center through an interlocal agreement in an amount not to exceed $80,000 annually to consolidate procurement and payment tracking.
The council authorized a contract with Medium Giant Inc., doing business as Dallas Morning News, under RFP 25-004 for newspaper legal advertising and public notices in an amount not to exceed $213,000 annually (four-year total not to exceed $852,000). The city designated the Dallas Morning News as the official publication for city notices.
Council approved an interlocal procurement with ICO’s Management LLC through the TechShare cooperative and the North Central Texas Council of Governments for crack-and-joint-seal street services (unit pricing and specific line items were included in procurement documents).
The council ratified emergency and storm-repair expenditures for Oak Creek Tennis Center and Woodlake Tennis Courts in an amount not to exceed $87,300, and it authorized professional-auditing services with Forbus Mazars LLP for an amount not to exceed $150,000 for independent audit work. The city also approved appraisal services agreements with JLL Valuation & Advisory Services and Angel Valuation Services LP in the aggregate not to exceed $150,000 and an agreement with Carrollton-Farmers Branch ISD to place fiber-optic infrastructure on city property.
Other consent items included adopting the refined community funding policy, with clarifications that special event permitting remains a separate process and adding in-kind services to the application process.
A motion to approve items 12 through 23 was made by Councilmember Klein and seconded by Councilmember Palacios; the motion passed unanimously.
