Carrollton City Council voted unanimously on March 25 to approve consent agenda items 8 through 25, authorizing a series of contracts, purchases and interlocal agreements for equipment, services and capital projects.
Why it matters: the consent approvals cover multiple departments and include information-technology security hardware, multi-year software contracts, parks and recreation upgrades, street overlays, and the city’s share of a data center project off Franklin.
Votes at a glance: the motion to approve agenda items 8–25 was made by Council member Daisy Paloma and seconded by Dr. Andrew Palacios; the mayor called the vote and the motion passed unanimously with all present council members voting yes (Mayor Steve Babcock; Mayor Pro Tem Richard Fleming; Deputy Mayor Pro Tem Christopher Axberg; Council members Dr. Andrew Palacios, Rowena Waters and Daisy Paloma). Council member Nancy Klein was noted as absent.
Selected approvals and amounts included in the motion: - Agreement with Sunbelt Pools for two sand filters for Rosemead Rainforest Lazy River: amount not to exceed $92,250 (installation included). - Palo Alto firewalls and related IT hardware: amount not to exceed $550,000. - Granicus contract consolidation for agenda, website and open‑records software/hardware: $167,001.31 for the first year and a five-year total not to exceed $843,103.37. - Pool chemicals contract (PBS DX Inc.): $60,000 annually; three‑year total not to exceed $180,000. - Mowing and code-abatement services (Freedom Commercial Services): not to exceed $85,000 annually, possible four‑year total $340,000. - Synthetic turf at Francis Perry Park and Jimmy Porter Park (Gomez): not to exceed $213,400. - Playground equipment and turf at Ward Seensen Park (Wirlix Design): not to exceed $200,000. - Replacement mowers and other Parks equipment as listed; multiple fleet vehicles for Police and Fire Rescue (specified vendors and amounts recorded on the agenda). - Resolution authorizing the city’s share of cost in the data center building off Franklin: city share not to exceed $9,750,000. - County interlocal for mill and overlay of specified streets with Dallas County: amount not to exceed $710,007.44.
A staff member told council the city’s investment report for the quarter ending Dec. 31, 2024, also passed review by the finance committee and was on the consent agenda.
Several items were clarified during the work session: Jody Riley, public works director, said county approval is required before the city’s mill-and-overlay work can begin and estimated work would likely start in May after county action.
The council approved the full consent package by a single motion; no separate roll-call on individual items was recorded in the minutes.
