Council OKs $696,175 capital budget amendment after TxDOT grant shortfall; motion passes 6-0

Colin Chase Fosse, capital projects staff, told the council the city applied for a Federal Highway Safety Improvement Program (HSIP) grant through TxDOT for intersection improvements and was awarded $833,616 in federal funds for construction at two intersections (Roofsnow & Starnes and Smithfield & Starnes). Chase said construction bids revealed a shortfall and that the city is responsible for $696,175 under the terms of the grant award.
“The city was ultimately awarded $833,616 in federal grant funds to fund the construction of these improvements,” Chase said. “To date, January of NRH funds have been appropriated to this project with the city responsible for design costs as well as any construction related cost overages. Now that construction has gone out to bid, TxDOT has identified a funding shortfall of $696,175 that NRH is responsible for per the terms of the grant award.” Chase told council that construction is scheduled to begin in May and conclude in October of 2025.
During the public hearing on the item there were no speakers. Councilmember Compton moved to approve Ordinance No. 3900 amending the FY 2024–25 adopted capital budget to add $696,175 to Capital Project ST2306 (HSIP intersection improvements); Councilmember Mitchell seconded. The council voted 6–0 to adopt the ordinance.
