The North Richland Hills City Council unanimously approved a construction contract on March 3 for reconstruction of Ruth Road from Glenview Drive to City Point West (Project ST2402). The contract was awarded to Stabil & Wynne Inc. in the amount of $526,298.50 (base bid plus alternate), and the city manager was authorized to execute the agreement.
Public Works staff described the project as a full reconstruction that includes reinforced concrete pavement, pedestrian facilities to improve walkability and replacement of an existing water line. Bids were solicited with a base-bid plus alternate structure; the recommended award included the alternate subgrade-stabilization method.
Staff noted Stabil & Wynne previously served as general contractor on the successful 2013 Starnes Road project and as paving subcontractor on other local work. The contract includes three progress milestones and a total duration of 120 calendar days. Funding for the project was included in the FY2024-25 adopted capital projects budget.
Motion: award RFB 25-015 (Ruth Road ST2402) to Stabil & Wynne Inc. in the amount of $526,298.50; authorize city manager to execute agreement. Vote: 7-0.
