Floresville City Council certifies May 3 election and swears in three council members

The Floresville City Council on May 8, 2025, formally canvassed and certified the results of the City’s May 3 general election, adopted a resolution declaring the winners and administered the oath of office to three newly elected council members.

Mayor Gloria Morales Santo read the certification paperwork and stated, “I certify that the figures on the tally sheet correspond to the figures on the return date,” before the council adopted a resolution formally declaring the results.

The certification followed a staff reading of the official returns. The council voted to approve the canvass of returns and then approved Resolution No. 2025-58, the resolution declaring the winners. Council records show that Jake Lambert was declared elected to Council Place 3, Francis M. Flores was declared elected to Council Place 4 and Felix Cantu was declared elected to Council Place 5.

After the resolution passed, city officials administered the oaths of office. New Councilmember Jake Lambert recited the oath for Council Place 3. The council then administered the oath for Council Place 4 and Council Place 5; the meeting record shows each new member repeated the standard oath to “preserve, protect and defend the Constitution and laws of the United States, the state of Texas and the City of Floresville.”

The certification document presented at the meeting is dated May 8, 2025, and states that the election notice and procedures were conducted in accordance with state law and the City of Floresville charter. The mayor also noted the meeting was opened to the public as required by the Texas Open Meetings Act.

There was no extended debate on the canvass: a motion to approve the canvass was made and approved by the council, and the resolution declaring the results was moved, seconded and approved by unanimous vote. The council then proceeded directly to the oath and to other agenda items.

The meeting also included a brief presentation recognizing outgoing council members and an invitation to the community to attend future meetings; those remarks were separate from the formal canvass and swearing-in process.
