An infrared inspection of the Floresville administration and event center roofs found widespread moisture and multiple leak areas; the consultant and public works staff advised the council that patch repairs are no longer adequate.
Joe Fiala, the roof inspector, said an infrared scan revealed areas of trapped moisture and repeated leaks. “You’re in a situation right now where a simple repair is not gonna keep that building watertight. The longer that that building keeps taking on moisture, more problems happen. You’re gonna have mold over the rest of the decade,” he said.
Fiala described two options that he designed and would oversee: a restoration system priced at about $330,000 and a full replacement estimated around $500,000; both would carry 30‑year warranties. He said the facility includes roughly 55,000 square feet of roofing: about 30,000 sq ft of standing seam metal and 20,000 sq ft of single‑ply flat roofing, the latter showing most issues.
Council and staff discussed funding. The event center reserve and excess sales tax were identified as possible partial sources: staff estimated the excess sales tax could provide about $200,000–$300,000 to cover part of the cost, and council members discussed bringing the item back on a future meeting agenda to seek formal authorization to solicit bids.
No formal vote was taken. Council directed staff to return with bid documents and funding recommendations so members can consider formal procurement and appropriation at a future meeting.
