Town manager reports police accreditation, fire department 'Community Connect', MSBA roof application and Attleboro water billing

At the Jan. 29 meeting Town Manager Kevin Dumas briefed the Select Board on a series of administrative items: Mansfield Police accreditation, a new emergency information platform from the Fire Department, a state earmark for a downtown façade program, a school roof statement of interest to the Massachusetts School Building Authority, and emergency water sales to Attleboro.
Dumas said the Mansfield Police Department received accreditation from the Massachusetts Police Accreditation Commission (MPAC), and the department will formally accept the award on Feb. 12, 2025. He thanked department staff and Sergeant Jibo for completing the multi-year policy review required for accreditation.
Dumas also described Community Connect, a voluntary, secure online platform the Mansfield Fire Department will use to collect household and business emergency information (for example: mobility challenges, presence of fire sprinklers, critical contacts and photos of pets). He said participation is voluntary, data are kept secure and shared with first responders only during emergencies, and the town will provide outreach to residents about the program (the platform URL was shared in the meeting packet).
Other items in the report:
- The town received a $50,000 state earmark for a downtown façade program; town staff will bring policy recommendations to the select board for implementation.
- The Mansfield School Committee submitted a Statement of Interest to the Massachusetts School Building Authority for the Jordan‑Jackson roof replacement; Dumas said the project is roughly estimated at $4,000,000 and that the MSBA program could reimburse about 50% of eligible costs if a project advances.
- The town supplied emergency water to the city of Attleboro, delivering approximately 1,290,000 gallons and billing Attleboro about $198,000; the receipts will be paid to the town and credited to the Water Enterprise Fund.
- The state confirmed Mansfield’s compliance with the MBTA Communities Law; Dumas thanked planning staff and the Planning Board for the multi-year effort to align zoning and interim measures with the state requirement.

Dumas asked select board members to expect follow-up items at the Feb. 5 meeting, including proposed program policies for the downtown façade grant and additional Community Connect outreach. He also noted that the police accreditation ceremony will be on Feb. 12.
