Pulaski County opens sealed bids across multiple departments, appoints review committee

Pulaski County Fiscal Court opened sealed bids for a range of county contracts and named magistrates to review the submissions before the next meeting.

The action came during the court’s bid-opening segment, when county staff unsealed and timestamped envelopes received for categories including electrical and HVAC work, plumbing, concrete, lubricants, fuel, janitorial supplies, excavation and heavy equipment, tires, rock and asphalt materials, drainage tile and related road-construction items. The court noted named firms on the envelopes such as JC Tucker Concrete, Safety Kleen Systems, Southern Petroleum, Cumberland Oil Company, Estep Energy, Barnes Cleaning, Harris Contracting, Hudson Materials Company, Heidelberg Materials, Rogers Group (Albany Quarry), Hinkle Contracting and others.

The court approved a motion to accept all sealed bids for review. Magistrate Strunk made the motion and Magistrate Ranshaw seconded; the motion carried. Magistrates Ranshaw and Turpin volunteered to serve on a review committee and said they will evaluate the packages and make recommendations at the next fiscal court meeting.

Court staff said some packets were clearly time- and date-stamped on arrival; one envelope was noted as having been opened in transit and resealed, and staff recorded that observation for the record. The court did not award any contracts at the meeting; it only accepted bids for competitive review and assigned reviewers.

The review process will determine responsiveness to the county’s invitation to bid and readiness for recommendation to the court for award at a later date.
