Council approves water rate study, AWIA compliance work and tank rehabilitation engineering

Council voted to authorize an engagement letter with Wheldon Financial Services to perform a water and wastewater rate study for fiscal year 2026. Staff said the city’s water capital improvement program is nearly complete and the timing will allow the rate study to incorporate updated CIP data. The council approved the engagement by voice vote.
The council also approved a professional-services agreement with Plumber Associates Inc. to develop a risk-and-resilience assessment and the related emergency response plan required by the America’s Water Infrastructure Act of 2018 (AWIA). "When the act came out, our population threshold was below the requirements ... now we have to have them," a staff member said. The contract will help the city prepare required plans and compliance documentation.
Separately, the council approved an agreement with Freese & Nichols for engineering services on the 2025 tank rehabilitation project. Staff said the services cover inspection, bidding and construction-phase inspection for multiple water towers; a separate special-services task would evaluate an older tower on Oakland Street for an additional fee. Council discussed service life and painting cycles; staff said modern coating systems typically last 20 to 30 years.
