Residents tell council they feel singled out by code enforcement; call for clearer outreach

During the public-comment portion of the meeting, two residents raised concerns about city code enforcement and neighborhood blight, asking for clearer communication and fairer, more consistent application of property standards.

Gina Blackburn said she recently received a compliance notice about her stairs and handrail requirements and was surprised to find the mailed notice rather than the phone call she said she usually receives. "I just received this last Friday. It's a compliance notification for my landing stairs and handrail requirements. I was just very surprised to find this in my mailbox," Blackburn said, adding she prefers staff phone calls and noted cost as a challenge to making repairs.

Anna Knox said Facebook posts about neighborhood conditions drew strong local responses and that some areas of town appear chronically dilapidated. She asked why notices seemed directed to some homeowners but not others and suggested the city assess whether residents are elderly or handicapped and need assistance. "We have areas in this town that need to be addressed," Knox said.

A city official responded during the meeting that residents should contact city staff directly — city manager or city secretary and the relevant departments — if they are not getting relief through the usual channels.
