Llano council approves alley closure, permits and budget carryovers in routine session

Llano City Council on an evening meeting approved a slate of routine land-use ordinances, operating agreements, fee changes and budget carryovers, and granted conditional approval for a special-event permit for the LEAF festival.
The council approved an ordinance to close the alley north of 1301 Bessemer (Ordinance No. 15-47); approved a replat creating Lot 34B at 210 Post Oak Drive (Parkview Acres); approved a special-use permit for an accessory building at 702 West Ellis (Ordinance No. 15-48); and approved a special-use permit for a smoke shop at 1209 Bessemer (Ordinance No. 15-49). All four land-use items passed by voice vote with no recorded roll-call tallies reported in the meeting minutes.
The council also approved operating agreements with two youth sports organizations, carried forward remaining budgets for water/wastewater and street materials, and adopted fee changes for fine mulch and sanitation rates. The council approved the 2025 agreement with the Atlanta Youth Soccer Association and an agreement with the Atlanta Youth Baseball Association to continue city-run youth recreation program administration, operation and maintenance. The council carried forward $32,000 in water/wastewater funds to finish a Terrence Street line replacement and carried forward previously purchased chip-seal materials for street work. The council raised the citizen collection station price for a cubic yard of fine mulch to $12 (Resolution No. 2026-06) to cover processing costs and adopted an amendment to the master fee schedule for sanitation rates (Resolution R2025-07).
On the LEAF festival special-event application, council heard multiple speakers from the community in support of the arts event. The council approved the special-event packet with the condition that organizers provide required event insurance to city staff within one week; councilmembers said the permit file will be completed once insurance is received.
All the motions recorded at the meeting were carried by voice vote; minutes did not list individual yes/no votes for the items on the consent and regular agendas. After the regular agenda the council recessed to an executive session to consult with legal counsel and discuss personnel matters under Texas Government Code sections 551.071 and 551.074.
