County staff said the resolution had been drafted, reviewed by legal and placed in the commissioners’ packet for action. A staff member told the board that Paul had reviewed the draft and made only minor revisions before the version in the packet was finalized. "That resolution was drafted and sent to Paul. Paul has looked it over, and made some minor revisions to it, and the 1 that you guys have in your packet, is the 1 that is ready to go for approval," the staff member said.
