Road and Bridge seeks countywide access to Cartograph/OpenGov for asset management; requests tech fund support

Eric Sandberg, director of Miami County Road and Bridge, asked the Board of County Commissioners to expand the county’s Cartograph asset‑management module (now part of OpenGov) from the existing five‑user license to an unlimited‑user bundle so supervisors and multiple departments can access and enter sign, road and bridge inspection and work‑order data.
Sandberg said Road and Bridge currently spends $8,948.24 per year for its module and that converting to unlimited users would require an additional $6,250 pro‑rated for the remainder of 2025, with an ongoing cost of about $7,875 per year thereafter. He proposed the additional recurring cost be paid from the county’s tech fund because the expanded access would be useful to multiple departments beyond Road and Bridge.
Sandberg demonstrated how the system stores sign locations, condition ratings and inspection histories and said the platform can be expanded to track road segments, culvert and bridge inspections, work orders, building assets and IT inventory; he and assistant county administrator Lucas said OpenGov’s Cartograph module can feed data into budgeting and capital planning.
Commissioners asked how many additional users would need access (Sandberg said supervisors, sign techs, office admins and several managers) and discussed rollout and training. The board signaled support for piloting the expansion and asked staff to present a formal action item at the next meeting so members could vote on using the tech fund to cover the additional cost.
