Commission approves $3.48 million paving contract and a series of road and equipment awards; authorizes transfer‑station repairs solicitation

The Miami County Board of County Commissioners on April 30 approved a series of construction, maintenance and equipment contracts for the 2025 road and bridge season, including a $3,481,694.35 contract for mill and overlay work on 220 Third Street and Metcalf, and several smaller contract awards and solicitations.

The largest single award was to Superior Bowen Asphalt Company for the 2025 asphalt program — a mill and overlay of 220 Third Street from Woodland to Metcalf and full‑depth asphalt repair on Metcalf — for a contract amount recorded at $3,481,694.35. County staff said about $1,600,000 of the project will come from sales tax and the remainder from the road and bridge asphalt line item, leaving the county about $2 million under budget on the project and giving the commission flexibility to add scope or encumber the funds for other work.

Other actions approved included awarding construction engineering (CE) and inspection services for the 2025 asphalt corrective maintenance program to Peppercorn Engineering and Environmental for $62,200, and awarding CE and inspection services for a bridge guard‑fence replacement on FAS 270 (a bridge over the Meridazine on Hedge Lane) to Fairpoint Engineering and Environmental for $20,400. The board also awarded a notice of award for two 2‑cubic‑yard salt spreaders and two 9‑foot snow plows to American Equipment Company for $29,480, and awarded road oils for the 2025 season to Vance Brothers LLC, the apparent low bidder, at a total cost of $245,000. Each of those actions passed on unanimous votes when put before the board.

Eric Sandberg of the Miami County Road and Bridge Department asked commissioners to authorize soliciting price proposals for repairs to the county transfer station, citing roof leaks and concrete and wall damage submitted by Waste Management. Sandberg said, “There are some roof leaks, some, concrete issues in the floor and some wall repairs I'd like to have a contractor solicit their proposals to see what it's gonna take to fix this and that's what I'm asking the commission to do today.” The board authorized solicitation of proposals unanimously.

Bids were opened April 22, 2025 on several items: three bidders for the CE portion of the corrective maintenance program (Peppercorn at $62,200; Baldrige at $86,350; Call Valley at $206,736); two bidders for the guardrail/guard fence CE (Fairpoint at $20,400; Baldrige at $25,925); and multiple bidders for road oils (Vance Brothers and Coastal Energy). American Equipment Company was the apparent low bidder for the salt spreaders and plows.

The board also approved the consent agenda (including an order of corrections of irregularities and removal of an unfinished RFB for a new brush unit) and unanimously confirmed the appointment of Rob Roberts to the Miami County Council on Aging.
